Impressive CV but can he stop crime?

The new chief constable of Lincolnshire has a very impressive CV as outlined in the Mercury (June 13).
A degree in politics and economics, followed by being charge of force-wide community affairs then a master's degree in organisational studies and attending a strategic command course.

Since joining Lincolnshire as deputy chief constable he has been responsible for strategic develop-ment, professional standards, legal services and information and communication technology.

All the above sounds rather splendid and no doubt personally very rewarding but does he have any actual experience investigating crime and catching criminals – or is this is no longer a high priority in to day's police "service."
